I met an enbridge locator in Toronto who said he makes 48 bucks an hour? Is this possible ?

It is true however that Promark that locate a lot of the GTA pay that much.
Yes is true you must work very hard.

Enbridge does not employee field locators. They do have Damage Prevention Inspectors (DPI’s) that oversee the process and contractors. The DPI’s do NOT perform locates. All locates are performed by third party locate companies and their locators. They can freely set their own pay scales. (Some determined by their own Union Agreements). Enbridge does not set pay scales for them.
In LEG ayes possibly but not in LUG.
No wage parity.
I believe the use contractors only for that work.
Were they from g-tel?
