It's not magic, depends. All companies are similar. Performance sure, but what project needs are forecast?, someone just OK performance, but very needed skill sets may be retained over someone who kicked azz on something that isn't fitting the new business plan. How much is someone payed? Cost savings may dictate the lesser paid just OK person makes more sense then the high performer person making possibly double. Yeah, it's cold. Point is, don't take it personally if it happens to you and it has happened to me. It su-ks but c'est la vie. All normal careers have speed bumps and unexpected left turns.

Even if you get the best review or your group delivers way ahead of the deadline, it's not going to matter. When companies need to cut, they will chop off project that don't make money for the company or will not grow in the future, or it's cheaper to out source. It's as simple as that. And if some from the group escape the cut because they know someone who knows someone, don't worry. Their turn will come sooner or later. And if later, then don't worry, cause you'll be making a lot more when you get a new job compared to them (them being an old timer at the company and companies don't usually increase salaries for old timers as much as new hires).
