I've been trying to find a better job but I still can't get an offer. On the other hand, I'm debating whether it makes sense to try to keep this job and put in more effort? Some say that hard work doesn't pay off here at all, while others say that it does.

My own experience is that it does not matter how hard you work. It is a political place where friends and family survive. Or perhaps a senior leader has his eye on a younger model. Those who have been around know the skeletons in the closet. And remember HR works to protect the co and not the employees.
Either go potty or get off the toilet already. Give it a break!

Well while job postings are out there some places are hiring. Most are not because the country is headed for a recession worse than 2008. Some economist are also saying if certain things happen we could be in a depression like 1929. If China dumps their American bonds it would turn the USA into a 3rd world country overnight. The great reset is coming and the 1% of Americas richest people know it is.
If I were you either quit and find another job or stay is the question you have to ask yourself. Wake up and smell the fresh air already.
If you are a professional and not a "Program" pretty person you are wasting your time at GE. If you are an hourly you need to use as much educational company benefits as you can and build your skill set so folks will want to hire you.
Sounds like you need to go elsware for another HR job.
