Continous Improvement reports to Consumer

WHY does the new Continuous Improvement org report to Consumer Business Group? They ki-led Lean Six Sigma, created this, and I feel like it's bound to fail too

Why is CI team engaging external consultant for kaizen projects? Did 3M fail to build its Lean six sigma knowledge since 2001 mcNerney era?

One thing that annoys the heck out of me is any CI idea that's a good idea but something in the future negates them doing it for the short term. Management needs to stop being lazy and just do them regardless if it'll get phased out. You'll lose that efficiency till that happens and you never know if those projects get pushed back or canceled. 3m is supposed to be about smart ideas and better ways of doing things so why is our management always shutting bright ideas down? Less motivation to even fill cards out when they deny anything that makes them have to do work.
