I hated my old company because it didn't give a damn about employees. Managers would rank employees each year, and the lowest-ranked employee from each team was terminated, regardless of their performance and the team's overall success. This created a stressful and hostile work environment and pitted colleagues against each other. I left specifically because of that. I thought 3M would be better. I was wrong. It's the exact same situation. Now I regret leaving. At least I had some seniority there. Here, I'm just screwed.

This is true to a degree, but companies that have been infected with the GE plague are worse than those that haven't been. Avoid companies with a history of hiring GE rejects or are controlled by private equity/activists.
This remind me a question asked in Quora about 5 years ago " Can you become more successful company if you fire about 25% employees based on their performance each year" most voted answer was going along with this original post. Your top talent going leave company because they can find work anywhere and remaining employees become back stabbers just not to get fire. Eventually this toxic culture will take down the company. So it is counter productive.
