There are many new hires in india, I was asked to train them. It seems that lay off is going to be mainly in US.

It's the natural progression. Hire too many managers in the EU/US and have no more money left to attract skilled folks. Hire new grads in India with no clue for no other reason than the $/engineer is attractive.
It has been this way since 10 years back!
Even after announcing the company-wide hiring freeze, not a week's gone by when there was an email sent across automotive BU welcoming a new employee joining Qualcomm engineering, test or product management teams. Needless to say that all of these new additions came to Qualcomm India. Given the recent announcement that Qualcomm opened 1.8 million square feet facility in Hyderabad, it is only a matter of time until the company moves HQ to India.
Imagine H1Bs train their replacements in India.
