The company doesn't want there to be any kind of communication between employees, that only leads to trouble, like guys hearing how everyone else feels. That could leave to organizing and contacting a union rep.
Well since you asked LOL. The last 2 or 3 companies I worked for were just as bad. Communication has always been a complaint of mine for a long time now. There are few that can communicate effectively including Management. Leaders need to lead not give their people a hard time and lack of confidence
