So, I’m highly qualified and can’t seem to get so much as an interview in Tucson for the past month. Are there any HR issues hiring from outside due to RIFs at other locations? Ding against me is not having a clearance yet. They are just sitting on my application. Figure I’d get honest responses here more than “Indeed”

You dodged a bullet friend.
Recruiters are more responsive and coordinate most if not all interviews and screening for Raytheon. as mentioned above, find some on linkedin and work your resume through them. They are usually very responsive.
If you rely on an HR response from RTN, you'll be waiting a very LOOOONNNNGGG time.Your best bet is to network from within RTN via LinkedIn. Find someone who works in the same area, invite them out for a coffee and an informational interview. Find out who leads the team in your area of expertise...Work with them directly (not HR). That's more effective in getting an interview.
It worked for me many years ago :)
