Everybody knows QC got a lot of deadweight. Take any team, in average 5% know their sh-t, 20% got some bits and pieces and 80% are proficient users of MS Office. So if you have a team of 100, you've got just 5 + 20/2 = 15 ppl who can do stuff. Now those ppl have to participate in numerous meetings which in ideal case will consume 50% of their time (actually way more). So a task which requires 32 men-months, will be completed (may be) in 4 months by a team of a 100. Very efficient, right?
How did we get there? Simple: the number of subordinates is a status thing, like Tesla, latest IPhone, you know. So a typical manager, especially in certain regions, does not give sh-t about hiring quality, all they care about is quantity, status, you remember?
So who do you think they'll get rid of? Those 80 percents of e-mail pushers and meeting regulars? Numerous managers? No, that will be the annoying ones asking uncomfortable questions, which happen to be those doing all the work.
And this is not a QC-specific issue. Look at Apple, do they really need that many ppl? How about Google or Facebook? Twitter is a good example of used to be bloated organization. They got rid of how many % of ppl? Did they crush and burn?
