Assume I exceed the experience that is required in new role. Currently as L5.
If target job title is the same but level L6, if new manager wants it badly could they work to hire me at L6?

Good point about quitting and if needed, do the boomerange.
Actually, you indirectly can. Quit, wait a year until they hire again, apply, get L6. Direct promotions are political/next to impossible and what worse time! New Manager is also a risk.
No. The best that can happen is you are brought into the new team as an L5.
