Less than nothing :) Cost of living isn't consider, market cost of labor is.

Do you get a cost of living raise even if you got a needs improvement or nothing.

LOW 1-4% raise, average between 1.5-1.8%. No raise for needs improvement rating. March US inflation was HIGH 5%, and inflation average was VERY HIGH 8% for 2022.

Big pay cut this year, but it's much more severe for long-tenured staff because of the RSU drop (which holds most of their comp). And soon another pay cut because of RTO. So ridiculous! No incentives.
