I thought it was a federal requirement - how is it possible that such a big layoff goes without one?

Anyone 40 yrs old plus should review Fed and State guidelines for layoffs. Coupa messes this up each time.
The company is headquartered in California. In California, Warn notices are needed if more than 50 California based employees are laid off. I wonder if they fired all around the country to avoid this.
Companies don't need to provide WARN notices if they pay out minimum severance.
Did something happen today? WARN Notices only apply to a single location. If there is a mass layoff across multiple locations then WARN does not apply.
