There's starting to be a lot of budget information being gathered for the next few years and a lot of chatter about what's staying in and what's being cut. Does anyone know about this? Will there be layoffs from IT?

Not an employee of Ameren, is digital their IT team?
Raises, bonuses, projects, and contract workers will all be trimmed for a few years to cover this in the Digital team. Sadly, the people the person that brought about this massive mess will continue to keep his job.
There is a project that has gone over budget. Way over budget. To the point that other projects and work are impacted for the next several years and raises and bonuses are on the line. It’s ugly.
Like a lot of companies, Ameren should take a hard look at whether they need all of the employees who have been working from home and how productive they have been.
