The dual track management system is so wasteful. The managers don't manage, but the tech leads "manage" the day to day activities.
Was this system adopted from the former Soviet system?

I told my then VP to tell the CEO to get rid of so many levels , flat org is what everyone adapted 10-15 years ago.
