Internal transfers, within divisions, are still allowed. Any division cannot exceed their financial targets. All hiring / firing decisions were kicked to the division VP's.

In one case, a certain group in TD is looking for folks to transfer from Az to Or in an effort to balance out the headcount.

First the company said the forecast looked great last year and kept on hiring... easy to forecast the demand hump but Intel missed it.

Then slam on brakes and say there will be layoffs but even as of Q1 the headcount was higher then year before.... So way too slow to course correct...

Now it is sinking in that things are FUBAR and the cuts have to get serious.

Expect 20-35,000 cuts within next four quarters.

Start looking outside Intel before everyone else does, it's a sinking ship and they are only delaying the inevitable

Pretty sure it's total freeze apart from some exceptions

Btw, you can't get any grade increase or raise transferring internally so look elsewhere
