Is E&I more stable than C&S or M&R? A role that covers all the positions vs. a SME?

no way C&S is stable. They are still digging out from the 2019 financial hit.
Surest seems stable. However, I heard from my manager that E&I claims will be taking over processing for Surest.
I would look at it as Optum vs UHC. I can speak to Optum. It's a total sh** show. You don't matter, you are just a number. Completely expendable. Especially in Behavioral. Leave or stay away if you have any sense. Optum is outsourcing to India for the majority of staff.
Which LOB is the most stable? Depends who you know and not what you know.
