Quality of engineers have gone bad in recent years. Not only new joinees but experienced engineers are also not good. I found few of them take things granted and wouldn't take tasks seriously. Also Qualcomm seems to have lowered the promotion bar.

U can't hire top talent into a cesspool.
The problem is in the mirror.
good engineers don't take Q's peanut offers when FAANG has been hiring like crazy past 10 years
H1b in my team do most of the work. I found low quality engineers from non-h1b though.
In US, there is scarcity of talented folks that's why managers had no choice but to hire substandard low quality engineers.
