I'm just wondering how we're going to continue to function as everyone is overworked and exhausted. Can it get any more frustrating than when the boss says that we are not understaffed but we are actually lazy? It's so humiliating.

Without collective action, all we can do is vent and whine as they pick us off one by one. Getting tired of playing victim here.
The management technique you are referring to is known as "negative reinforcement" or "fear-based management." It involves using criticism, denigration, and belittlement as a means to motivate employees to work harder and increase productivity.
Optum culture seems predisposed to this.
Very obvious solution - offshore or contractors.
This is the part I don't understand at all. Right before I got laid off, we were busy all day. Now they are just going to be more busy.
