Why Does Qualcomm Rarely File WARN Reports With The State?

This is really peculiar. What's your take on tihs?

Because they duck under the 50 limit. And keep a constant wave of those going instead of a massive one like in 2015 where there was thousands over 6 month period.

Agree. It feels like more people have left or are leaving than the numbers they have filed WARN with CA so far (153+79). Is it because many people are leaving voluntarily?

You can find Qualcomm’s WARN notices on CA’s list for last December and this February layoffs. Most public listed companies announce layoffs at the same day or prior to warn notice submissions to prevent potential internal trading, and keep the people on the payroll for next 60 days, which is required by WARN act’s 60 days notification policy.
That’s why you can’t use CA WARN list to predict companies like Google, Amazon and Q layoffs. Private companies have no such concern and may act differently.
