My manager is acting like there won't be any layoffs at all. Not only does this not instill any security, it even increases anxiety. On the other hand, I hear that some have been given clues by their managers that they should look for a new job. Are there any clear signs that indicate you will end up on the layoff list?

I have had five employees tell me they will be impacted by the next round of cuts. I would say one of them is an exceptional talent but volunteered after +15 years with the company because tired of the BS. All have +15 years at the company, all are director or above, so you newbies get ready for the fun!
Check your calendar. If you have a meeting with your manager for 15 min at 9AM, then you will be cut. End of story!
These days, even the manager doesn't know until a day or two ahead. Cuts happen on project basis these days, so if the project is cut, then the entire team including the manger is cut.
While the final list is decided at very high levels and HR, a good manager will at least give warning signs to their employees. If the manager is not concerned then no need to be unless the manager himself is on the chopping block and has no clue about it.
Man, what a dumpster fire. If it wasn't so sad, it would be funny. Half the people (rightfully) complaining about how bad things are, and the other half worried about losing their jobs. Which is the lesser of 2 evils? Losing your soul or losing your wallet?
If you do not own knee pads or if your knee pads are not worn out - start looking for a new job!
