Actually, HR always strongly recommend against rehiring ex-employees who got layoff, because they are afraid that the dark secrets in chop candidate selection process might be exposed which lead to more lawsuits and internal conflicts.

I speculate that the reason they dont make an effort to do internal hiring is that those folks with the company for years are now commanding high income. My neighbor was laid off and he with BigTech1 for 10 years at L7 level. They probably can hire an energetic new employee for 60% of that income and they know it.
I am.curious about that. Has it been.granted and layoffs minimized?
