all this sounds to me like they are gonna chop all district teams and do stuff at store level

There are two people on the district team. You think their pay would out more people on tje sales floor?
That’s a Supply Chain department. I have been supporting this team in a logistics warehouse for many years. Macys needs to focus more on cleaning up their stores and focus on preventing theft and most importantly customer service.

Drop Director, Senior Director and Market Leader titles. They’re useless as their former titles were ‘assistant’
Dropping district or division teams (or whatever they are calling them today) would be a wise move. Macy’s has too many levels of highly paid people walking around smiling, doing nothing, sending useless emails and conducting useless conference calls.
Macy’s needs to use that division or district payroll to put more colleagues in the stores to do the daily workload and serve the customer better.
They can create all the initiatives, projects and acronyms they want but until they use payroll for what matters nothing will change. The stores will continue to be dirty, go back racks everywhere, backlog of new receipts, missed fulfillment, high theft and missed markdowns that is the Macys way.
