Because they can pay much less to the workers in other countries like India and China. They have to reduce staffing costs so they will lay off people that make good salaries and simply replace them with those they can pay half the amount to.
This time qcom laying off people in many phases. Huge lay off in May. Next week lay off is going less than 200 in US, none in other countries.
