I had an offer a few months back that I did not take :) A substantial portion of comp was RSUs and I was told that if the stock fell they would top/refresh the following year to make up. Is that what is happening now that the stock is lower than it used to be ?

No. Refreshing RSU's is off the table. Amazon is in 'be frugal' mode now in case you haven't noticed - look at their record dismal financials, mass layoffs, for instance. If Amazon stock rises, you still risk not getting a refresh because stock value may be above your total comp target.
It all comes down to opportunity cost. Should you waste your time at Amazon in a crowded office with little hope of investment gain, or should you work remotely for a more predictable cash comp package. Seems like you chose the latter.
