At what IPF would you start looking for another job?

From another thread, but applies here:

One guy in our team got a 0.7, he does more work than most and really supports the group. Our supervisor didn’t get along with him, I have no idea how he justified giving him a 0.7, but he got a new job (right away) and is leaving at a critical time, and the team is really nervous as he carried a bunch of people... he didn’t even think twice about leaving, he was very pi$$ed off, never saw him like that. But I don’t blame him. When you give an employee a 0.7, I assume that means you’re getting laid of anyway. This company is losing a lot of talent while we’re offshoring critical work that fewer and fewer people know how to correct...

If you get a lower, assuming you are lucky enough to hang on to your current position, you will likely not get hired by any other Shell line manager as long as that "lower" is on your record (hiring managers can see last 3 IPFs)

If you get a 'lower' you should probably be looking... for another role elsewhere in Shell, or something externally.
