JG5 to JG4 US Downstream Commercial

How hard is it to go from JG5 to JG4 in US Downstream Commercial? 80% get rated "Strong", so it seems next to impossible to stand out. How many years does it take?

In-situ promotions (being promoted a JG while in the same job) happens in the functions, but very rarely in the businesses.

I was a manager in an upstream technical support group and we routinely promoted people a JG in same role. HR had a percentage allowed each year

If your manager tells you otherwise they are fibbing rather than being honest with you that they don't think you are worthy. Typical of some Americans. The Dutch are much more honest.

I've never seen this happen before...

I don't believe that statement. I was promoted from JG4 to JG3 and then to JG2 in the same role over a 5 year period. Have to prove your value is all

Get out of Downstream if you can... keep an eye on JG4 posts and start cold calling line managers in areas you are interested in to find out how how to apply and interview for those posts.

Unless you are in the graduate program and have been identified to be on the "fast track", plan to stay in your role for a minimum of 5 years before you will get a JG4. Each JG takes longer to attain, especially going from Blue-Collar Shell (JG3 and below) to White-Collar Shell(JG2 and above). At least that's what they called it in the 2000s (I am a Shell retiree 2009)

You are VERY unlikely to get promoted in the same role to a higher JG. You need to keep your eyes open for new JG4 roles and then apply to them.
