5 is for people from India, 4 is for people of trans or female status, 3 is for African Americans, 2 is for Hispanics, and 1 is for the evil oppressive White male population that built up Micron and oppressed all of the above.
It doesn’t matter how great you are. You could get your walking papers. Please apply elsewhere. Get ahead of the people you may be competing with in the job search.
Not at all, I have seen those so called alpha managers booted out of Micron!
What you need is a manager with many allies across the organization (you know), so that everyone is scared to cr-p to even touch them.

Your M1 or M2 may want to give you a 4 but they don't have enough 4s to go around so you get a 3. On the other side of the coin, you could be a low preforming 3, but to fit the curve, they give you a 2.
You need to make sure your M1 and M2 have alpha personalities. If they are not willing to stick their necks out for you in the ratings level setting you need to get out of that org. Particularly at a time like now. The more passive managers end up having their teams gutted because they are unwilling to rock the boat and fight for their teams.

If I get a 3 should I be looking for a new job or am I just fine to survive in a non layoff environment - they will be compiling another ranking in May-June and giving out performance plans in July. Once you get one, you may have only 1-1.5 months... might just as well start searching now, or in April-May. It's always better to have an offer and get on a nice list than get 2 and no job offer.
Hop every 2-3 years is a great advise in Bay Area, AZ or TX. Hopping in ID means moving half across the country. Could be problematic for family with kids. Boi used to be a good place to raise a family and micron used to provide at least a semblance of job stability. With new "leadership" vision on boosting "productivity" by means of revolving door, you are getting triple-whammy: you salary is low to begin with due to "low cost of living area" (means you have less bargain power for the next job), you must move across the country and uproot your kids and wife, and your house does not appreciate as fast as other high-tech areas.
Don't leave your career growth to anyone but yourself!!! No one, and I seriously mean no one, is looking out for your best interest more than you will. If you have a leader who isn't about developing their reports for promotions you should look for a new organization to work in. Be selfish.

My recommendation is you should job hop every 2-3 years to create your own career growth.
You should be looking for a new job if you do not get 4 or 5 in a while. This means micron is not planning to grow and invest in you and your career is stagnant. Talk to your boss to indicate that you want the growth. If nothing happens look for the external jobs.
Take your bosses words with a grain of salt he/she cares only about themselves. They care about you only as it is needed for them. Nothing personal, just life.
Unless you are ok where you are in your career and have resources to live through a hiccup in the income.

5 - Immediate promotion.... Not exactly true. Big bonus yes, but I've gotten multiple 4's and 5's in a row for 9 years before I got bumped to F1. It is all about politics and how dominant your director is in the org. Mine apparently was a wet paper towel.

1-fired on spot
2-Performance improvement plan. You get less bonus and in many cases will be fired anyway due to "fail to complete PFP". Not all 2s got fired, but many did. Favorite tool to get rid of someone without severance.
3-Good for now, 100% bonus
4-You are a golden boy... for now. Elevated bonus, considered for promotion.
5-Immediate promotion (haven't seen one ever)
