Manager's influence on layoff decisions?

Some here say that the manager has no influence on the decision whom to lay off but for me it's hard to believe.

My manager was let go too so I don't think he had any say in that. I would bet a paycheck his manager didn't either. For us, it seemed to be location based as most of our office was let go, 70+ people.

In my case my (Germany-based) manager told me he didn't have any input, and was told he had to layoff his all team members in the US. He was actually very upset.

You think too highly of the power managers wield. With this big of a company and size of layoffs the decisions are made above low level managers’ heads, as strategic decisions, not as concerned about short term pains.

I heard mixed things about managers making the decision of who to cut, from what I've heard It has been two levels of management above scheduling the meetings and your direct manager may be kept in the dark.

Not all managers are involved for sure, higher management seems to be making the decisions.

Pretty sure the manager has a big say in it, if not outright making the decision on who to let go. They may be given a mandate to cut a specific number of folks from their team, but I can't imagine them not having a big role in the decision.
