Yes, I believe in this type of environment, those with political skills have a higher chance of staying in the company. It does not mean the most competent will be retained though. It is a harsh environment already proven. Ask people at Microsoft in the mid-2000s.
Plus the manager grading such performance has to be as competent as the employee receiving the score. I have seen managers in a certain FAANG company I work for simply unprepared. I came across L6 and L7 managers with 5 to 7 years of experience simply not ready for the job. I still don't understand how these people are commanding the level of salary they have. Either they lack empathy or they lack technical skills to judge employee performance. The last thing you want is to be graded by an incompetent manager and end up PIPed very soon.
No more participation awards then? No more "you're valued just the way you are"? Shocking!
