I'm sorry - what's the point of this post? You clearly don't actually understand the regulations you're citing. There are many problems with optum, but this really isn't one of them. The 'murricans versus 'furiners cr-p you're spouting hurts everybody.

That way, these companies will be held accountable and the jobs will be returned to the United States.
