Has anyone heard that recent RIFs of middle management were being done to lower costs and hire lower paid staff? I swear I heard a manager in a meeting make a statement like this. And either she felt we were all aware of it... or forgot who her audience was.

correct. The plan is to hire lower grade in the US or move positions out of the country. I dont think this has been secretive either, at least not to folks with direct reports.
