When does it happen?

Let’s talk about what will happen, not bs with racism.

I was told layoff will be wrapped up by mid April… is this right?

Then notification would be next week considering two weeks period???

Voluntary severance packages have been offered over the past couple of months, mostly to people who have been around for quite a while. Effectively a buy out for more senior individuals.

At this point, the target is 2-3% reduction in headcount. More mature business areas that aren't making money (or are losing money) may see more headcount reduction (up to 5%). Strategic areas of growth won't see any reduction.

There also seems to be a greater desire to consolidate more employees towards HQ, cut IT in India way back since it doesn't seem to be working well for anyone, reduce administrative costs, and reduce the leases of small offices with few people.

To reduce headcount (after massive ramp-up over the last 3 years) and to “avoid involuntary layoffs,” HR employees were offered a voluntary package which includes a few months of severance and in the US paid cobra benefits for 18 months. Apparently a bunch of people took the package. No involuntary layoff needed for this group, for now.
Any other teams offered the pre-layoff package?

A lot of people already know and are starting to transition their responsibilities to others. It’s a difficult time and hopefully everyone will be respectful and sensitive.

To those who do not like talking to HR, Qualcomm allows you to request a lawyer present when talking to HR.
We all know/heard HR talked to employees and afterward sent an email claiming they said something different, HR made up lies to cover management's fault or their own fault, or try to lowball you as much as they can
