The customers are held hostage because of poor rr delivery quality. Need to regulate or open the rrr to competition.

Anyone could run the railroad. There's almost no competition. The only real skill you need is cooking the books when things slow down to a crawl every 10 years.
Takes almost less talent than participating in a slap fight for light bill money.
