How do you feel after you got the notice? Perhaps the layoff notice wouldn't have hit me so hard if I had been slacking off all this time, like some who kept their jobs only because they were the manager's favorites, even though they didn't add any value to the company at all.

Sounds like a great way to get burned out fast.
Thew rules are simple. How brown is your nose. Very brown you survive otherwise thanks for busting you b-m to make us look good have a nice day. Just a simple popularity contest.
I think it's perfectly normal to feel like that after getting a layoff notice.
However, eventually, you will move on, and also realise that you bettered yourself too (and your CV) by "making an effort". Much better to have a sense of achievement (even if it's not rewarded/recognised) than knowingly being dead-weight.
Lay off decisions are based on a few things. Salary, is your services profitable, does it have growth, is this strategic to the company, can we trim and not impact service and customers, can we get a comparable, but cheaper resource, age=productivity, what is your impact to the service (the closer to the service or customers the better), etc.
Unfortunately, salary and age=productivity have highest weight. Everything else is replaceable.
That is why you work two jobs during COVID. First because you can get away with it. Second more income to get to retirement faster. Third there is always a back up. The downside is that you can not get unemployment if you were laid off. After this round, it might be a little harder to do two jobs.
Your manager or VP are lying. The way this always works is by stack ranking within each organization or business unit. Then the bean counters begin laying off from the bottom until either a number of employees or a dollar amount saved is reached. Your manager or their manager are involved in the stack ranking process.
It doesn't seem like the managers had any say in matters. My manager and VP had no idea.
I'm trying to understand the logic of those terminated. There must be metrics or something used to power the decisions of exactly who was let go. 7k gone?
Question: were you always active on your computer? e.g - using gdocs, crm, meeting invites etc?
Were there any idle times where the mouse/keyboard wasn't used?
