How special tech talents are hired in states where there are no software development centers?

I'm a contractor and have been working remotely for almost 5 years out of NYC metro area and my team has been distributed across MA , NC and TX .. so I checked with my L3 manager about upcoming RTO changes on September .. He told me that there are No changes for temp workers who's been on full remote arrangements but it might get tougher to get approval for contract extension , so he also told me that there is a possibility to convert to FTE but this will require visiting a local regional office on regular schedule (in my case it's JC bi-weekly schedule) which is fine by me but nothing is certain these days .
It’s confusing when you say tech and talent in the same sentence. Those don’t make sense together, when you talk about fidelity.
