My manager is not worried whatsoever (obviously he'll probably be safe) and told one of my coworkers our group will be fine since we will not be a target project. Who do you think will be targets?

It makes it a tricky statement given the manager has told that only to your peer. Did you try reaching out to him directly?
Where's NAND going to go? It seems to get into bigger and bigger chunks of Micron revenue every year
They were already in the process of ending NAND in Boise. I'd be applying to DRAM and external companies right now if I was still in that toxic NVE department.
