I don't believe that there are those who aren't looking for other options. Are there any? Some even wish to get a package and leave. The market situation is not ideal, but it is not so bad that it is impossible to find something better.

You should. 2-3 years and no promotion, just leave.
Unless the immigration or family situation makes you stay.
In fact, i would even recommend people to move within the organization as soon as you are promoted.
My manager promoted me one time, but kept reminding me about it for the next few years, how exclusive that promotion was even after everyone around got to the same level.
If you have experience now's the time to jump ship to TSMC or Samsung since they are leading the industry. I hear Intel is a sh-t show
