Hey we have a facilities operations manager is California with one employee - why do they have the title ??????? Looks like a cost savings to me

Its the job. And you're right -most of the time I had to do it because a superior had their head up their a-s and decided that no one deserved top marks if the company was doing poorly. As if an entry level employee should be made to pay for the mistakes of the SVPs

@OP Everyone gets ranked, like it or not. If you get ranked high, you are eligible for promotion. If you get ranked low, you are eligible for RIF. Welcome to the business world. Not everyone gets a participation trophy.

Ratings have quotas…do you really think the buck stops with your manager? It doesn’t and even if they want to give you a good rating that can be overruled by their leadership. Managers do no have free rein to give performance ratings
