It's only 500 bucks per day fine so companies didn't care.

The 60 days notice/pay is in lieu of filing a WARN notice..
Cisco and some other Tech companies have used this loophole for years.
That's why nobody lost access or got walked out today and are getting paid a few months to stay home ...and severance starts after. (Not sure of specific terms this time) but if Cisco didn't file a WARN notice they have to pay impacted employees and keep them on the books for the entire WARN period.

As opposed to last year when Meta and Google laid off multiple 1000's (both filed WARN and announced the layoffs months in advance) so the day people were notified they were just locked out. When a company files WARN they don't have to list the actual people..just that X number of people will be laid off in Y quarter, and they have to do it (via WARN) in advance.
Either way it still su-ks and hurts a lot of people and families.

THEY DONT HAVE TO. Even if they did file, there is ZERO warning as Cisco keeps you on payroll for 60 days to avoid penalties. Quit expecting the govt to protect you. There is ALWAYS a loophole, just a matter of how much it costs. Also WARN isnt federal and is only relevant to the number of heads lost in a location, not overall.
