Any managers in EU, please weigh in whether you know the dates when the notification goes out.

Not sure, but overhearing leadership & lower level management convos it seems that they will break the silence soon. It's best you bring it up with your manager, they will probably tell you beforehand or at least hint
No one will tell you that as no one really knows. All depends on country regulations, labour laws, other stuff. Gonna take months before any notification will go out.
