Why can’t fidelity just offer VBO? Or eliminate redundant leader roles which are overlapping such as EAL,GEL, EL, PAL, GPL PL, and multiple Team Leader. Wondering what really are they contributing?

Cause people would hold out for a better deal or resent those offered and they would have to lay off anyways
VBOs cannot guarantee the people who accept it (v = voluntary) will meet the changes desired by management. (Just like people leaving due to RTO may not be the ones management wants out.). Also VBOs are very expensive for the company.
It sounds like the layoffs are intended to remake how development is done and to do so relatively quickly. May or may not be a good idea but it is the path management has chosen.
Condolences to all impacted by the RIF. It may be of no comfort right now but I know many people in the past who said they landed in a much better place after Fidelity let them go. Good luck to all in your next endeavor!
