if you define “delivered” as artificially boosting stock price with buybacks and cutting services, associates and quality for short term profit at the expense of being a viable company, then sure, he delivered Great
Frank kind of was the ideal CEO. Just not one that knows how to build anything sustainable in the long term. So if you consider Fiserv just a pump and dump Private Equity scheme, then he was an amazing person, if you care about the business beyond temporary stock inflation that came from blatant fraud, then he was a huge disaster. Your opinion probably depends on when you sold your stock.
