Managers, were you actually blindsided or is that just the line?

As a line manager, I did not have any prior input at all, and only found out during my own notification meeting.
The RIF list was not generated by the first line managers. They have zero input into who was on that list.
That list was generated by the 9-box rating exercise they just completed with their director and above. The ones that had been in that role for a long time with an expensive salary were the top on the list. It really had nothing to do this PIP employees or low performers. It was all about cost cutting and keeping their favorites. HR used that data to generate the spreadsheet of RIF users.
It was not about thinning the herd it was about trimming the expensive talent and let the cheaper employees pick up the extra work.
Similar I had no warning on who made the list or indeed input into it
