Hi ,got laid off last year ... I am seeing a pattern, so far interviews I reached 2nd round and no news then..these are not interviews which didn't went well, I was told it's a layoff restructuring but of course like many other I had bitter relationship with my manager..is it possible to mark my profile which may create chaos in background?

I don't believe any of this work the way they have been mentioned and that explains why the layoff candidates (including me) having hard time to get a job or settle for less
I am not sure but do they enquire (or rather get to know if it's a resign or layoff)?

No.
Chill.. Background check for Citi will give only business title, dates of employment and whether currently employed. That's it. At worse, if you feel you've been marked as not eligible for rehire, that's stays internal to Citi. And the market is still not great so bo----g out with ghosting after second round is not uncommon.
Unless you were dismissed for cause and aren't being truthful... That, I believe, shows up during background check
