Has anyone heard of managers being pushed to hire diverse candidates here over other candidates regardless of qualifications?

Reverse Rac!sm may not be legal, but it IS done surreptitiously or blatantly, in the same way nepo hires are hired or Rac!st managers decide Not to hire qualified non-Caucasians.
The above machinations ARE illegal whether they be Reverse or Direct Rac!sm or nepotism, but they're done everyday because it's difficult if not impossible to prove HR and/or the hiring managers engaged in such behaviour.
Either way, companies who do NOT hire the best candidates for the jobs because of nepotism, Rac!sm (Direct or Reverse) hurts the companies' profits, operations and corporate culture.

It's called Reverse Rac!sm. Hiring unqualified or less qualified job applicants just to meet a diversity quota of x# of each group of DEIs.
I know because I had to report on the metrics for our department.
When companies hire less qualified or unqualified employees, the companies are at a disadvantage compared to their competitors.
Hence, Sh!ttybank.
It's a real thing. Each group has to have a certain percentage of diversity. I was a manager for years and would interview countless people who were perfect for the role, but we had too many men, or too many white people, etc, so we had to pick a diverse candidate to meet the requirements. Often knowingly picking a worse fit for the job. To me, it felt like racism when it should be about the best person for the job.
it is so asinine the whole DEI thing. C hiring relatives and hiding that as well as close friends unqualified was more the issue than looking to have better qualified representative to hear different voices vs. a room of the same people all the time. The reason this country is where it is right now is because people what to blame POC for everything wrong with their lives.

This, and similar posts on this site, are part of a campaign to get people fired up about anything that will help trump in the midterms. Don't fall for it.
It’s the exact opposite here, pushed to hire their unqualified friends who have no business being in those roles
i have heard they get bonuses for that too
also HR/recruiter will just feed the manager only diverse candidates
if you are white say you are partially native american or hispanic
