Getting anything done across teams requires going through multiple people. Even simple requests turn into long chains of communication, and by the time something actually moves forward, the urgency is usually gone. Collaboration is way more complicated than it should be.

This is why there are no new products coming out of the NPI system. Only the biggest projects get the money ( resources, line time, etc ) smaller projects continually get place on the back burner over and over and are just paid lip service as something tha will get done “eventually “ meanwhile the company misses real opportunities to enter the market with new products because it can’t get out of its own way. It’s been that way for years and years.
The system has been created in which every entities goal is to make themselves look good at all the other entities detriment. The system is designed to be slow. Do more with less. In addition to that, only the very top projects with ceo oversight are given the most resources by each entity and ALL OTHER PROJECTS ARE DEEMED POINTLESS. So you might have one or 2 projects getting the push needed and the other 300 projects are viewed purely as a waste of time. Thus, the culture is created where there is only success on 1% of projects, and often that is short lived because upper management doesn't understand what it takes ro create a real business.
