Rumor mill last week was purporting that labs / office spaces were being shut down due to blackouts is Asia.
In Asia there is severe oil shortage. It makes sense to let people WFH due to fuel shortages. In US, when you have fuel supply, be in office. How much you pay for fuel is immaterial.
Psst... it's a feature, not a bug. The point of RTO is to make you quit (and eventually, terminate with clause) without severance.

There has been a very public, acknowledged push to shift jobs overseas. Why layoff and pay severance when you can nudge folks out the door? What better way then to make it impact the pocket book to stay?
