South Korea is America's lapdop. America can ask them to stand down in any competing field. No reason to think Korea can't make better tech. Remember years ago Exynos was a better chip.
Qualcomm is a patent factory and inserts their ip into the 3gpp standards. Effectively making it a wash for Samsung to compete head to head in the US.
