I've noticed that data initiatives bring up all the dirty laundry in an organization.
If your processes are sub-optimal, it'll show up as data quality issues. If your organization is siloed, it'll show up as disconnected data. If your organization is very political, it'll show up as people not wanting to share data. If your organization lacks strategic direction, it'll show up as a data strategy focused on fuzzy things that don't really have a clear value proposition.
Data issues are just a proxy for broader organizational issues.
