Portland State University projects a $35 million budget deficit by 2028. President Ann Cudd announced plans for institutional downsizing, called retrenchment. Nineteen academic departments could see reductions or elimination. Rising costs, limited state funding, and a 23% enrollment drop contribute to the deficit. These changes could lead to staff layoffs, with a final decision expected in June.
